Blount Island Command (BICmd) is a logistics base operated by the United States Marine Corps' Maritime Prepositioning Ships (MPS), but being one of the latest built navy facilities, this is not precisely a military base, but rather a setting used for maintenance operations related to maritime ships. This facility is located in Jacksonville, by the St. Johns River in Florida and nine nautical miles west of the Atlantic Ocean. Blount Island Command Marine Corps drove international attention for the propositioning defense programs implemented in the contingency operations Desert Storm and Iraqi Freedom.

The Marine Corps established this facility in 1986 to be the Biennial Maintenance Command (BMC) in a 262-acre property in Jacksonville, North Florida, owned by Gate Maritime Properties (GMP), adding the Blount Island Command in 1989 as a subordinate command for the Marine Corps Logistics Bases, already established in Albany, Georgia. When the lease expired in 2004, the Corps had already explained their purpose to buy the property, but the negotiation ended in litigation for a whole year before the Blount Island Command Marine became a purchased property.

Nowadays, Blount Island Command supports sailor, BICmd's marines, expeditionary forces, defense contractor partners, and civilians, providing them with ship maintenance, leading edge supplies and combat-ready equipment.

History

Conceived in the late 1970s, the concept of Maritime Prepositioning Force (MPF) first took shame as the Near Term Prepositioning Force (NTPF), which used existing supplies and operational force for the load of Military Sealift Command (MSC).

In 1983, the Commandant of the Marine Corps directed Marine Corps Logistics Base Albany to purchase assets for the MPF program and eventually they would be leasing the land where Blount Island Command was set to be on the attainment, visibility and combat readiness of prepositioned supplies and equipment this facility is located.

Units: Personnel in this facility are mostly on-site staff. No military troops or units are stationed here.
